Text Bookmarks Operation

My expectation of text bookmarks is that if the user inserts a text bookmark anywhere in a project then the bookmark will appear in the bookmark menu.
In my document that is not the case.
I have a bookmark attached to a text entry that is two layers deep in the hierarchy.
That is Draft>chapter>text entry
If I select draft the bookmark does NOT show in the bookmark menu.
If I select the chapter the bookmark does NOT show in the bookmark menu.
If I select the text item then the bookmark shows in the bookmark menu.

This could be my lack of knowledge but I’m assuming the behavior is incorrect.

Text bookmarks are a feature for text level navigation, not project level navigation. So to see a text bookmark, you must viewing the text which contains that bookmark. This is where things can get more fluid, since you can view text at many levels, not just the single document level. Thus, if you wish to, for example, see bookmarks at the Draft level, you will want to ensure you are in Scrivenings mode.
