Text file syncing

I had an Android tablet for Christmas because I thought Scrivener was now available. Of course, it isn’t, only for ios. So, what I’m trying to do is work on rtf files, via Dropbox, using an Android text editor, when I’m away from my laptop and Scrivener.
On the Scrivener help videos it shows the possibility of syncing through Simplenote. This option doesn’t appear on my menu, is it only available on the Mac version? If so, are there any suggestions for how to do what I want to do? I can’t be the only person who has Windows and Android, rather than Mac and ios.

Apologies if this is covered elsewhere, I’ve looked for the last half hour and can’t find anything.

There should be an option under File -> Sync -> with external folder

… which sort of exports the projects as ordinary .rtf files which you can edit on any device and app, and then re-sync when you get back on your PC

Thanks. I’ve sorted it out now. One problem was finding a suitable text editor on Android to access Dropbox - which I’ve done: PlainText seems to do the trick. The second problem was that when I opened the files synced via external folder on my tablet they still had all the rtf coding in them - I hadn’t seen the option to send them as ordinary txt files. When I fixed these two it seemed to be working like a dream.
I do love Scrivener but there are still some murky corners to be explored.

Scrivener has lots of nice features, and although I have used the ‘sync with external folder’ in the past, it’s not in the same league as the iOS version of Scrivener. If you write a lot and need to be able to go mobile, then it is well worth the money to get an iPad.
