Ebooks should rarely be thought of as under the umbrella of “layout”, at least in the sense of how it is being used in the above conversation. Epub books are made of simple HTML and CSS, and thus a lot closer to a web page than print design. Scrivener gives you access to both of those tools directly, and you can do quite a lot with that. I would search the forum here for queries relating to making sidebars, or asides, along with customising image layout. I don’t think we’ve ever had a thread specifically for that combination, but everything that lets you float a column of text, or even a drop-cap, is what lets you float an image in a paragraph.[1]
But do bear in mind that there is reason not many people actually do that. It’s only going to be reasonably useful on fairly large displays, like a tablet. Standard ebook readers and phones, where most ebook reading is done, aren’t going to be able to display an image alongside text, for lack of space to do so. It’s a bit like using colour in ebooks, it’s probably one of those things that sounds great, until you remember a lot of people only see shades of grey in eInk, or use a dark mode theme that makes your subtly tasteful pastel design look like a black velvet painting from the '70s.
