Merci! I bet it is confused by this. It is expecting Shift to make something other than a number for the Alt key, but is getting a number, so it thinks you have not pressed Shift, and are just pressing Alt-2. So the shortcut never gets recognised.
I will make a ticket for this to be looked at, and to either fix it or add a setting. This will help those writing screenplays with azerty keyboards too. They use the same shortcut for Character, Scene Heading and so on.
