TOC for Kindle (.MOBI) Not Generated

Scrivs,

In a manuscript being targeted for eBook, with “Layout | Use flat list of contents in NCX” turned on OR off…there is no Table of Contents generated for the Kindle Reader (on iPad Mini).

On the Kindle Reader’s “Go to” panel, “Table of Contents” is grayed out with a message below it “(Not available for this title)”.

Suggestions? What steps need to be taken to generate a TOC for .MOBI?

Do you have the HTML ToC disabled in the layout pane? I don’t think the iOS reader software uses the NCX yet (in fact most of the Kindles do not, only some of the newer ones).
