Compiling to RTF, I’d like to be able to make my page header contain a carriage return or a line break (or something with a similar effect).

ALT ENTER adds a carriage return in headers and footers in Scrivener for Mac. Not the same in Scrivener for Windows?
Nah.
I’ve tried ctrl-enter Shift-enter and Alt-enter; none of which does anything in this situation…
But I just tried copying a line-break from the editor to the Header and Footer field, and that actually worked; although the symbol remains invisible in the field.
It works with a carriage return too.
(I don’t know why I couldn’t think of it yesterday…)
