Weird syncing issues between Scrivener 3 for Windows and Scrivener for iOS

I honestly have no idea how I managed this, but I’ve somehow set up my Dropbox/Scrivener file so that it won’t sync correctly from PC to iOS but will sync correctly from iOS to PC?

EDIT: figured it out. Dropbox, depsite being checked to open upon start up, would in fact not really start upon start up and did not sync unless I opened the panel manually.

An update: Scrivener does not have permission to save in my Dropbox location for some reason.
