I am installing Scapple in Windows 11 Home 25H2. After all files have been copied, I cannot run the programme. It gives me an error with the file libhunspell.dll (“it is not designed to run in Windows or it contains an error”). I reinstalled couple of times with the same result.

That’s related to the dictionary file as far as I know. Are you downloading an updated version of Scapple?
Otherwise, it’s best to open a ticket with L&L for technical advice.

The library itself should be causing no problems, from the base installation, so there may be something on your machine that is interfering. I’d go through virus scanners first and make sure nothing has Scapple blocked or quarantined.
