Window state jumps to maximized

Using Version: 2.9.9.7 Beta (955095) 64-bit on Windows 10. I always use Scrivener in a Normal windowed mode, meaning it is not maximized. When I minimize Scrivener and then select Scrivener from the taskbar or by pressing alt+Tab, Scrivener jumps to Maximized mode, not a normal windowed mode that I would expect.

If I minimize all apps by pressing win+d or win+m and then select any app, Scrivener pops up maximized.
