I downloaded the new updated today at least 7 times. Each time I received the same error message. 
On the seventh attempt. I removed all Scrivener operating files (don’t worry, I backed up all of my novels and short stories), downloaded the .exe from the “Buy” screen, went through the entire download process again only to receive the same error message.
I am using Windows 10 Home 64-Bit OS.

Scrivener for Windows 1.9.14 is the latest release version of Scrivener for Windows 1.x.
The 2.9.0.23 beta is the latest beta version and uses a newer file format, compatible with Scrivener 3 for Mac. The warning message is telling you that 1.9 cannot open 2.9/3.x files.
You need to re-install the latest beta to be able to open the project.
