So I have done a lot of work on my desktop version of Scrivener, which is a Windows 7 Pro machine. I then tried to open the file, which is in OneDrive, in my Surface, which is a windows 8 machine. I got an error message that said that file was incompatable with that version of Scrivener. But both versions are 1.730. So am I just out of luck?
There have been no changes to the project format since Scrivener was released, and the software itself is compatible with Windows 8.1. More likely, OneDrive just isn’t providing you with the entire project and so Scrivener rightly refuses to even try and open it. From our cloud-sync FAQ:

Now I have a new and exciting error message that is really pissing me off. It says “Access denied. Must have permission for autosave.” Now, how do I solve that piece of delightful @#I$u%?
Firstly, to rule out the obvious, if you’re trying to load the project from within a Zip file window, that won’t work, and you’ll get this message. The project needs to be extracted from the read-only Zip file first—just drag the top level “.scriv” folder to your Documents folder (or wherever you prefer).
Copying a project folder from one location to another can sometimes result in the project being marked read-only because of inherited traits from the first location. If the zip extraction isn’t the problem, try right-clicking the project’s .scriv folder and opening “Properties”. Deselect “Read-only” from the Attributes section of the General tab. Click OK, then select “Apply changes to this folder, subfolders, and files” in the confirmation dialog and click OK again. Then retry opening the project in Scrivener.
