This isn’t technically a bug, it is working as menus are designed to work, whereby if there are duplicate menu accelerators in play, you use the trigger letter in sequence to toggle between them. The pitfall of this design is that when such a letter is assigned to a submenu it is supposed to open it immediately, which then moves the focus into the submenu. To get it back to the top level where you can press ‘a’ again, you have to use Esc or LeftArrow to exit the submenu, and then it will select Duplicate.
There are lots of issues like this in Scrivener’s menu systems. I think at some point there was an effort to clean them up prior to launch, but I don’t feel it was ever finished, given the result. Now it is hard to fix because changing assignments would mean breaking habits for those that use them.
At any rate, I certainly recommend using the actual shortcuts for these if you can, especially if you’re to the point of wanting to make menu navigation more efficient.
