Can a Win 10 tablets run ordinary PC software?
Yes. Windows 10 doesn’t do the whole RT/ARM nonsense (as long as it’s a normal OEM/retail build of Windows 10 and not Win10 for Internet of Things).
To the OP, that should work fine – it looks like it’s a normal build of Windows 10. 2GB of RAM and 32GB of storage might be a little less roomy than one can ask for, but it should work.
