This sounds like a hardware issue, not a Scrivener issue, so I’d recommend addressing your general display problems first.
If that doesn’t also resolve the problem with Scrivener, please open a support ticket, here:

In Compile Overview, another window that opens over what is already open is when you click on the Assign Section Layouts button.
Does that Window also open blank? If it does, then it would confirm a more likely hardware issue.
Assign Section Layout works fine. Window pops out and everything is visible. I am able to change what is assigned where without any blank screens or other issues.
Then it seems it’s a software issue. Reinstall is somewhat painless and you don’t lose your work through the process. Your licence is not lost either. But do a backup, irrespective.
At my end my suggestion about trying with your antivirus turned off was that I thought that perhaps your AV see’s this specific panel as a popup to block for some reason, or it locks Scrivener out of the compile format’s file.
