Yes to both counts! You can find the details on how to do so in §10.1.6, External Links, in the user manual.
Easy mode answer though: just drag the item from one project into the text editor of another project window, or into its Bookmark lists in the inspector.
The technology it uses is universal by the way, these links can even be stored in other programs and documents that support links.

Update: actually there may be a bug here. Dragging into the text editor should work, and was working at some point, but now it is not. For now you would need to copy the URL as described in the manual, method (2), and create a regular hyperlink with that URL.
There was a typo that may have made it confusing. You have to drop it into the place where you want the link: in the text editor or bookmarks list. If you drag it into the binder, corkboard or outliner it will copy the whole item, as you say.

There doesn’t appear to be a way to customise the shortcut at the moment, so just Alt,e,y,l
