Unlikely. 1.9 is already six years old and I can’t imagine L&L touching this living fossil ever again. (Just my opinion as a user, maybe they do.)
No, Windows Scrivener 1.9 will not be updated for compatibility. (Nor will Mac Scrivener 2.9, FWIW.)

I appreciate the responses even though they’re sad news.
What’s the best process for updating a file from that to the new release type? Can I just buy the new license and open the old file or will there be corruption/loss?

The short answer is that it should just work. We do have an upgrade tutorial that walks through the process of converting the project and setting it up for the new Compile command:

If the question is: Can Scrivener for Windows v1.9.x run on Windows 11, the answer is most likely, probably. Give it a try.
It crashes on open, I tried a couple times. Even in safe mode and as admin.

Hm, I’m able to launch and create a new project, type a bit, etc. on Windows 11 Pro 24H2 (OS Build 26100.4061) without a crash, so it may be something system specific. If you really want to pursue trying to get 1.9 to run, you could try creating a new Windows user account on the machine and testing it from there, or looking at the various types of system reinstalls. But certainly at this point, I think you’re much better off downloading the trial of version 3 and getting familiar with that.
