There is a chinese preview avaliable in Scrivener 3.0 for windows. It’s on File > Options > General > Language. There you can choose the chinese preview (it’s at the bottom).
I don’t think it has everything translated, because other previews don’t either, but it definitely will be more comfortable.

I have a similar issue with the spanish translation (I’m not a native english speaker). It doesn’t have everything translated and it’s uncomfortable sometimes. I’m thinking of making a suggestion to let Scrivener users help translate the software. I’d gladly help fully translate this software. Or, at least, it could have an option for us to unofficially translate the software ourselves, I don’t know…
Meanwhile, I think there are apps and softwares that automatically translate everything there is on the screen.
These are often pretty bad for stuff like software. The jargon is what tends to get in the way, and you end up with awkward things like referring to the binder as a “flastener” or screenplay characters as “letters”.
If you’d like to volunteer to maintain a particular language though, feel free to get in touch.
