In Mac I can just drag-drop “Save the Cat”, etc. over to another project. But it seems it doesn’t quite work that way in Windows. How can my husband do that in his Windows app?

You need to have both projects opened side by side, then their project settings/custom metadata panels side by side. And then drag and drop from one panel to the other.
It also works, just the same, for labels and statuses.

For some reason he can’t drag-drop in Windows. When he tries, the panel is greyed out.
