On the search bar, the colored outline is broken—I’ve seen this on both my laptop and mac studio. latest version of scrivener (3.5.1) and Mac OS 15.7.2
What exactly are you referring to here? The purple line is a progress bar, not an outline, and is not intended to go all the way around.
(Progress bar for what? Your draft target. You can see the numerical value by hovering over the search bar.)

I wasn’t aware of that function 
I was thinking it was an outline around the project search pane. Thanks for the clarification.
