Custom Layouts and Copyholders

I created a new layout based on the Dual Navigation one, but the Copyholder beneath the Outliner is not saved. The manual says that, as it is a project-dependent piece of information, this is expected behavior. However, the default Dual Navigation layout can do it.

My goal is to switch between a no split editor window and a dual navigation one where the panels are locked in place. Does this mean that I should wish for project-based layouts?

I have the same problem and second this Wishlist.

I don’t see why the Copyholder would be excluded from being saved in the layout. Its contents can be defaulted to empty or to the first scene in the related Editor.
