Of note, there is already a bug report thread for the outliner button being missing. You will find alternative methods for everything this control provides, there (the only thing the alternatives don’t allow is a palette-like interface where you can make bulk changes):

I bet it has to do with how Apple messed up the internal numerical coding for designating alignment, when they switched from Intel to their own proprietary chips. For some reason centre and right are swapped now. We had to fix this in Scapple too, where it has a custom three-way toggle button for note text alignment.
