Does deleting the folder with the .scriv extension completely remove a project?

Yes
Note that Scrivener’s automatic backups are not removed, since they are stored separately from the project itself.
Which under most circumstances is a good thing, but it’s something to be aware of if you want to obliterate the project for privacy reasons.
