I have been using Scrivener on my iPhone for many years. I’m just now getting around to add it to my iPad. Apple wants me to charge me another $23.99. Which leads to the question:
Is there one or two licenses for iPhone and iPad?
No. If you have an iOS licence and you are logged in with the same AppleID it should just download.

There is only one. If you’re being prompted to pay, the first thing to check is if you’re logged in with the same Apple ID on both machines (likely not). If you are, you’ll need to contact Apple support as they manage all App Store purchase: https://support.apple.com

There is also that weird App store glitch that’s caught me out more than once: even if you are signed in on the same account on both devices, it still sometimes asks you to purchase. However when you actually click “pay”, it then says “You’ve already purchased this app” and the just lets you download. This has been an Appstore bug forever. Sigh, Apple, sigh.
