Don't see option to add columns in Outline after Update

Here is where I found the same bug, or very similar, from 2021.

Using outliner with custom columns

In the previous version I was able to add custom columns in the outliner in outliner options. I don’t see anyway to do this in v3. Help! The standard columns are not very useful. I like to add in scene/chapter objective, question, setting, character POV (if multiple).
