File > Import > Web Page… grayed out in Research folder

I want to import a web page to the Research folder (renamed “Sources” in this project). I have successfully done this in the past.

Today I created a new subfolder under “Sources” and tried to input a simple web page containing only text. But the “Web Page…” item under File > Import is grayed out.

What am I missing?

It should only be greyed out if the selection is in the Draft folder. Does the binder have the focus, and is something in the Research folder selected?
