The Windows 11 operating system currently has a Sticky Notes shortcut invoked by Win+Alt+S that they’re flighting in their earliest beta versions, which is likely to pass the testing phase.
Win+Alt+S is the assignment in Scrivener to call up a floating Styles panel. So, you may wish to reassign it to another shortcut combination, as the OS takes precedence over apps.
I know I can reassign the shortcut in Scrivener to other combinations, but not everyone has that know-how.
