I think the only way you could reduce them is by making sure that Avoid Widows and Orphans
is turned off, with the resulting layout issues.
That said, do remember that compiling to PDF in Scrivener is pretty basic, intended for proofing purposes rather than final layout. So for any such issues, I always compile to RTF/DOCX and open in my word processor (or Affinity Publisher) and sort it all out out in applications oriented much more to page-layout, before printing/exporting to PDF from there.

Thanks, I tried the option you mentioned – no luck. There appears to be no option that controls this. I guess the spacing is hard coded – a pity.
I don’t like “downstream changes” so am trying to get by using Scriviner’s PDF output. So far, good enough, but not perfect. If the result is no worse than non-ideal footnote spacing, I’ll be ok!
If it works for you, great! But please do be aware that Scrivener’s PDF engine is not intended to produce publication quality output.
