How to convert PDF to ePub3 file?

I want to create a fixed format (not flowable) ebook. I’ve read that ePub3 supports fixed formats. I’ve also read that I need to first generate the book in PDF format, then convert it to ePub3. Can anyone explain how do to this?

FYI my goal is to publish the finished product as a Kindle ebook. I know that Amazon has a KindleCreate software product that can be used to create fixed format ebooks. But that product has a number of restrictions which preclude its use for my book.

Any reason why you would not compile your book straight to EPUB format? If necessary hacking it with something like Sigil if you want esoteric features of EPUB3 to be included.

However, the problem with “fixed format”, whether PDF or EPUB, is that its presentation depends upon the capabilities of the reader, for example a Kindle.
