My previous laptop failed and I was suddenly forced to get a new laptop. Installer says that to use license on new machine I must decommission scrivener from the old device. Is there a way to do it if the device is no longer functional?

I have never seen such a message before, even when my system crashed and I had to completely reinstall it (without being able to deactivate Scrivener beforehand). At least, I can’t explain why such an error message would appear with a household license. After all, you could have five different computers, to exaggerate a bit. What I mean is that the license or database has no way of knowing when I install Scrivener on another computer or when I reinstall it on an existing computer. Or am I misunderstanding something?

There is a limit to the number of activations you can have. It’s large enough that you’re unlikely to run into it, but it does happen.
However, the error message can also be a red herring, when the real problem is that you’re trying to register with the wrong license key for the version of Scrivener you have.
Which is why I suggested opening a support ticket. We can’t dig into the weeds of what’s happening with your license via the forums for privacy reasons.
