How to use the Section Layout - Chapter With Title?

In the compile window I see a section Layout called Chapter With Title. I select title and text checkboxes and I get the preview, which I like. However, this section layout is not an option when looking to assign section types to documents in the compile window.

What am I missing? Alternatively, How would I mimic this using say a Chapter Section or Chapter Heading section.

Have you Assigned the Section Layout you like to the Section Type “Chapter” (or whatever Section Type your chapters have) using the button in the Compile Overview window?
The Section Layout is bold when in use and shown in the footer of the list as in use in the Compile Format Designer.

Check window titles for the correct window.
