If you’re using LibreOffice for anything and you save your work in .odt, you probably know that trying to import your files into Scrivener produces the same bug as when you import .docs - a single entry in the Binder and no actual content.
The workaround seems to be to save the file as a .rtf and then import as normal. Your formatting will probably go slightly wonky - I know mine did - but at least the content is there and you can work with it. Footnotes or comments in your .odt will be transferred over normally, as far as I can see - or at least Scrivener does seem to recognise them properly.
