I have the Windows Beta version and while looking at the Project | Project Settings | Special Folders option I saw “Templates Folder” but it gives you only two options: the “No Templates Folder” (default) and the “Sample Output” folder which is a subfolder of the Research parent on the binder.
That is strange because Research is hardly an appropriate parent for templates (character, scene, location, etc) and also because the default Scrivener templates DO have a sibling node titled “Template Sheets”.
The option in the project settings does not recognized “Template Sheets” as a templates folder.
In order to be eligible as a Template Folder the folder should just be outside of the “Draft” (or “Manuscript”) folder. Any folder in the “Research” folder should therefore be eligible, as well as any other folder at a similar level. So unless “Template Sheets” got moved under “Draft” it should be an eligible folder.

What template is the project using (Novel, Screenplay, etc.) and was this upgraded from an older version of Scrivener or made in 3.0?
Well I am a software developer myself and am therefore very familiar with these visual controls. The folder I mentioned is outside the Manuscript folder, it is a SIBLING node. In other words, it is not under Manuscript, it is beside (same level) as manuscript and therefore (according to you) it must be eligible, yet it isn’t because it does not show.
