[LH2996] How do I navigate to next / previous paragraph?

In 1.9.8 I can do Ctrl-Up and Ctrl-Down to go to previous and next paragraphs respectively in the editor. In 2.9.0.4 this seems not to work. Instead, cursor remains at original spot.
