Installed 3.16 on Windows 11. When in document one near bottom and go to document two and use carets to backtrack or click back into original document, my place has moved every time to somewhere in the center of the document. (I checked, Typewriter scrolling is turned off.)
Bug or expected behavior.

Multiple times with one file will try other projects and see if recurs.
