[NB] Locking Editor in Place prevents new document when selecting one in Binder, but not when using the arrowheads

I am not sure of your intended behavior when locking the Editor in place. It works as expected when I try to select another document in the Binder and it will not replace the one in the Editor. But if I select the arrowheads for previous or next document or the arrowheads for up or down in the Binder, then it does replace what is in the Editor and removes the Lock in Place designation. It is that the intended behavior or a bug?
