That’s because you’ve downloaded the Scrivener for Windows 2.9.x beta, which is a beta test version of the upcoming Scrivener for Windows 3.0 release.
Beta versions don’t use the normal licensing mechanism. Instead, each beta release has a specific expiration date. A day or two before that expiration date, L&L releases the next beta version that has a later expiration date. This mechanism ensures that beta users are using the current release with all of the latest code when they are reporting bugs back to L&L.
Once they release 3.0, the normal licensing code will be back in place.
