Novel w/ Parts template in Scrivener 3

I am planning my novel to be separated into Parts (dividers) each part containing a certain number of chapters. Should I work in the Novel with Parts template or just the Novel template?

Novel with parts would work well.

If I do the Novel template, when compiling the project, will I have the option to insert Dividers for the Part pages (each page - Part 1, Part 2, etc will have a title and a short text)

Yes, you would. A Part should be defined as a separate Section Type.

You could even create a template (folder for the part with subfolders for chapters which contain scenes and set up word targets, section types) for your novel once and use again and again to expand as you write and add to future novels. Do the work now in the template and reap the rewards later.

If you’re writing a novel with parts, the Novel with Parts template contains elements that will handle some of that structure for you.

It doesn’t really matter, though. There’s nothing magical about any of the templates. You could accomplish the same end result from the Blank template if you wanted.
