How do I open an existing project that exists in Dropbox that I have been using with desktop and iPhone apps? The screen on the new iPad shows both Dropbox but none of the stored projects are showing.

I have read it all! The issue seems to be that the link in the iPad app doesn’t go to the same folder in Dropbox that the desktop version uses. How do I change that?
My understanding is you need to pursue exactly the opposite.
The desktop version would need to conform to the more restrictive iOS setup location.
It works fine with the iPhone app where it is located. I’ll try resetting all again later.
Then make sure the iPad is looking at the same location as the iPhone. The Syncing section in the iOS Tutorial project explains where this setting is.
(Also, since it’s a new iPad, you’ll need to make sure it’s connected to the same Dropbox account.)
Both iPhone and iPad apps default (currently) to [dropbox]/Apps/Scrivener. You check it by tapping the EDIT option from the projects screen on the top right of the iPhone screen or top right of the projects pane on iPad, then tap the gear icon, then tap the dropbox settings option, which brings up this menu:
As @kewms points out you need to have previously linked the new device to your dropbox account. Also, if you are not saving your projects on dropbox in the recommended folder then you can use the other option in the screenshot above to move the pointer to where you have put the files.
