Many of my section starts get moved to the next page in an odt compile. In the pdf compile they look correct. I’m guessing it is something to do with the odt layout deciding there is not room to start the section on the current page. It makes the document look funny when it has 3 or 4 partially filled pages in a row. If there is plenty of room the section goes where it should. Is there a setting to control this? Or, worst case, is there a setting in open office to control this and I can just hand edit it to look right?
From my experience, compiling to odt (then opened in LibreOffice, the least) adds an extra carriage return/line after the header on section 2, 3 and so on. (All but the first.)
No fix that I know of, except than manually fixing it, after the fact, in whatever is your third party post compile app.

Could be something else entirely. Play with the keep with next setting. (?) – as in: turn it off if it is on.

I think in the odt Section Layouts, a Page break in between sections is set in the Separators.
