Print to PDF – all chapters are at same hierarchical level – all are text doc – all have same structure based section assignments – yet varying results

I am working with a test project that only has chapters as text documents, all at the same level, am assigning section types by structure, have set up my section type (only one) to always start on recto page, and to have a page break in the prefix so that the chapters always start on recto page with facing verso page always blank.

Yet I am getting inconsistent results. Sometimes, the verso page is blank as I want, and sometimes, the verso page contains the last page of the previous chapter as I don’t want.

Saved Project, reopened it, compiled in the same way to the same presets, and now the first pages of the chapters are printing on the versa pages and without the 5 line padding before title (despite the section type set to Always start on recto pages)! WTF?
