Hi. I bought Scrivener back in 2015 and just bought 3.4 last month. I have the Mac version and will be getting the Windows version for my cousin. I was curious if a new version (like 4) is planned for release soon? If so, I read one can get a discount if you’re a current user. Love the software…!!!

L&L has offered upgrade discounts in the past for purchases off of their website, but that’s no guarantee they will in the future.
Scrivener 4 announcements will be found in the Announcements section of the forums and the blog, but from what I understand from the old timers around here, you’ll know something’s brewing when there’s first a call for beta testers. (There hasn’t been any for version 4 yet.)
Until then, the only updates are for bug fixes and OS compatibility.)

Yes, from what I see in exploring the various forums around here the dev wizards behind Scrivener are working on Scrivener 4. To find out anything further keep checking:

Updates come from time to time.
Scrivener is still being actively developed. You can expect compatibility updates as needed, typically timed with or soon after operating system updates for that platform.
We do not comment on future release plans. As noted, though, we typically offer a generous upgrade discount for existing users. We also continue to support old versions. (By which I mean we answer support questions, not that we provide future compatibility or bug fix updates.)
