Remove Links/Color Issue in Compile to PDF

The problem is very similar to this one, which doesn’t appear to have ever received a reply.

Need help with Remove Text Colour and Remove All Hyperlinks

I checked Remove All Hyperlinks for a compile, and sure enough the hyperlinks were gone from the finished PDF. But the text of the ex-hyperlinks was still blue and underlined. So I checked Remove Text Colour also. That had no effect on the blue ex-hyperlinks, in fact the only thing it seemed to do was change the leader dots in the table of contents to black; but not the contents rubrics nor the page numbers, which stayed blue.
