Just spent some time reading the many comments about Scrivener “in the cloud” but still have this question. I attempted to save my project to my Google Drive folder but “Save as” ignored that and saved it under My Documents. So, just in case I did something wrong, is my approach possible?

You went to File > Save As and selected your Google Drive folder as the location, but the folder wouldn’t be accepted? It should certainly be possible, and I just tested this and was able to do the Save As without issue, so I’m not sure where the bump came in. Are you able to save other files directly to your Google Drive folder?
Yes, Jennifer, I have done a direct save in the past with other non-Scrivener files. I will play around with it some more this evening and see if I am “missing a beat” somewhere.
