I have the latest updates for both my Mac and my iPad. If I create a project on the iPad, I can use Dropbox to sync with my Mac. But if I created the project on the Mac, it doesn’t even show up as an option to sync on the iPad. Help!

One common cause of trouble is that you might have safed the project to the wrong (Dropbox) folder with Scrivener on your Mac. Check out in the Finder on the Mac where the projects from your iPad are saved and move your Mac project to that folder, if necessary.
