Scrivener groups footnotes by some sections which I don't mean to

I check the “using group footnotes by section with subheading” option when I compile my project. But scrivener mistakenly grouped footnotes to the wrong sections which I don’t want to appear as a footnote heading on the footnote page.

It seems scrivener regards every section that is assigned to a layout whose separator setting is page break as a “subheading” section. I actually only want to add a page breaker before some basic text sections but the newest guide says I should use layout to implement this function. So I did.

Now I have two questions:

  1. Is there any method to just simply add a page break without using layout? I have tried insert one in the edit menu but it didn’t work.
  2. If the answer is NO, how could I control the footnote groups while I am using layout to add a page break?
