It’s not a new problem.

Per Scrivener Support:

Because it is built on an older Qt framework that has no HiDPI awareness, Scrivener 1.x is unable to fully support high-resolution monitors. The next major version of Scrivener, currently in development, uses an updated framework with HiDPI support, and we’re working on an interim solution for 1.x to provide automatic scaling based on the Windows display settings.
