Is anyone familiar with The Sims Franchise? Is there a standalone application that works like create a sim for the visual aspects that I could use to create a picture of each character to use as a visual reference? 2D or 3D.
Makehuman might be useful for you. It was intended as a front-end to the open source 3D modelling package Blender, which you can also use but it takes considerable effort to master.

a whole lot simpler than using a 3D program, particular if you use one of the older versions.
