I am having difficulty managing spacing on a chapter title page. There is a large space between the Chapter head and the section title, and I can’t see how to change it. The above is an example. Here’s the section layout:

Have you tried adjusting the line spacing? It’s the dropdown menu at the far right of the formatting toolbar in your screenshot.
Click on the element you want to change (Chapter One in this case) and use the format bar or Format menu to change the formatting. The extra lines are probably caused by an entry for spacing after the paragraph. In the menus, that’s at Format/Paragraph/Line and Paragraph Spacing:
If the spacing looks normal, then check the Title Options tab as well, as you may have spurious carriage returns in the title suffix or prefix field. In most cases you wouldn’t want any empty lines in there, and should use the spacing controls instead for setting vertical padding.
