Splitting the Binder view horizontally?

Hi - I have a large project and wonder if there is any way to split the binder view horizontally. I would like to be able to move items around more easily when the folder structure is expanded. Perhaps there is some way of using the Collections feature but I haven’t found it.

Select the parent folder of whatever you want to rearrange and the put your editor in outline mode. You can drag from outline to binder and vice-versa to rearrange.
