I have an Apple iPad 8th generation with iPadOS 17.7.11 and an Apple MacBook Pro with, I think it’s with the OS Mojave. Can I sync them together? Can I open Scrivener on my laptop, work on it and then open Scrivener on my iPad and see my work there?
A cautious yes, but you’ll be using Dropbox in this scenario and they only offer a “simplified version” of their client for anything below macOS Big Sur (11.x). It should do the job, but I’ve never used it.
…and you can’t have the project opened on more than one device computer at any given time.

With iOS and a desktop (either), you can leave the project open on the desktop safely. You only need to worry about concurrent sessions when using the same “class” of device. Two mobile versions cannot operate on the same mobile data safely, and two desktop versions cannot operate on the same project safely.
I’ve stopped syncing entire Scrivener projects to any cloud-based location, regardless of the method I use. While Dropbox syncing has generally been reliable when functioning properly, even minor network issues can cause problems. Scrivener is an excellent program that operates reliably when projects are stored on the local hard drive of your Mac. However, if I need to write while traveling, I prefer a lighter program that saves all my work to iCloud. This way, I can easily import my work into my desktop Scrivener projects later. If you only need to review some writings using your iPad, I suggest exporting a PDF copy of it and annotating the text using your Apple Pencil. Just my opinion.
Yes, you can sync them using Dropbox. Save your Scrivener project in Dropbox, then sync it before switching between your MacBook and iPad. Just make sure Dropbox has finished syncing before opening it on the other device.
